Operationalizing best practices at the policy, Programme and community levels -The Clarendon experience (2018)
LOCAL GOVERNMENT REFORM & LOCAL PLANNING AND DEVELOPMENT- THE POLICY LEVEL
- A number of countries, including Jamaica, have committed themselves to implementing Agenda 21 which is a non-binding, voluntarily implemented action plan deemed fundamental to achieving sustainable development in the 21st century.
- As a result of this commitment, Jamaica has been undergoing a Programme of Local Government Reform.
- Included in this Local Government Reform process are the following:

- Promulgation of 3 Strategic Laws (Local Governance Act, The Local Government Financing and Financial Management ACT and The Local Government (Unified Services and Employment) ACT
- The Entrenchment of Local Government in the Constitution
- The promulgation of new National Building Bill
- The Local Economic Development Programme
