Operationalizing best practices at the policy, Programme and community levels -The Clarendon experience (2018)

LOCAL GOVERNMENT REFORM  & LOCAL PLANNING AND DEVELOPMENT- THE POLICY LEVEL

  • A number of countries, including Jamaica, have committed themselves to implementing Agenda 21 which is a non-binding, voluntarily implemented action plan deemed fundamental to achieving sustainable development in the 21st century. 
  • As a result of this commitment, Jamaica has been undergoing a Programme of Local Government Reform.
  • Included in this Local Government Reform process are the following:
    1. Promulgation of 3 Strategic Laws (Local Governance Act, The Local Government Financing and Financial Management ACT and The Local Government (Unified Services and Employment) ACT
    2. The Entrenchment of Local Government in the Constitution 
    3. The promulgation of new National Building Bill
  • The Local Economic Development Programme
